App that provides a platform for an open dialogue among citizens about each resolution proposed or otherwise under consideration by City Council. The unique value of Portland ResForum is allowing constituents to "Vote" resolutions and related comments up or down, allowing feedback that best frames the majority opinion to float to the top. Commissioners could even use a tool like this to work closely with their constituents on the preferred wording for a resolutions. Citizens could select the ResForum for each Commissioner, and view the current discussions for that representative, or the resolutions they sponsor or cosponsor.
